The Dubai Land Department (DLD) has met with shopping malls and retail outlet representatives to review a draft rental law.

DLD held a three-day workshop with retail representatives to discuss the rent law looming readiness that aims to boost transparency, stabilise the market, reduce litigation, strengthen the rights of all parties and reduce scope for disagreement.

Director general of DLD, HE Sultan Butti bin Mejren, outlined the reasons for holding the review: “The aim of the workshop was to allow representatives from shopping malls, traders and retailers in Dubai to express their views and collaborate as part of our constant efforts to establish a transparent and clear real estate environment for all parties.

“Through our discussions, we explored methods for achieving balance and preserving the rights of all parties and generated recommendations that will be submitted to the relevant legislative bodies for consideration and implementation.”

It is not known when the new rental law will come into force and DLD could not be reached to comment on this at the time of writing.

However, through the new law, DLD said it hoped to reduce the number of litigation cases between landlords and tenants, as well the time it takes to prepare for a lawsuit. Defining responsibilities and rights of landlords and tenants, excluding residential, is another target.

Recommendations from the three-day workshop will be drafted and submitted to Dubai’s Supreme Legislation Committee, a branch of the Government of Dubai, to consider.  These recommendations include regulating contractual relationships between landlords and tenants, which may help to improve transparency and stability in Dubai’s property market.

The meeting took place from 13 to 15 March and the director of the Rental Disputes Centre, Judge Abdulqader Mousa, who attended, said the forum helped to iron out policy crinkles.

“During the workshop, we clarified the laws and provisions between landlords and tenants within the framework of extensive discussions about the new rental law,” he said.

“The workshop was an opportunity for them to ask questions and clarify articles of the new rental law, thereby contributing to reducing the potential for disagreements that may arise between the parties.”
